Of course, that WOULD be a major treaty violation. Also, I'm pretty sure that's insane. Then again, 4 out of 5 is better than 0 out of 5...

Water is a natural barrier to radiation (I have learned a little working at a nuke plant. *grin*). I'd need to read more about it's affects on the environment at that level, but really... how much worse could it be compared to leaking oil which has killed everything down there already. It wouldn't continue to poison the beaches and the marshes down in the area like this oil will.
I was also curious (and this may simply be lack of information) how the upcoming bad hurricane season is going to spread this oil around more.
At least with a nuke, it could be a controlled explosion (ok... maybe I'm putting too much faith in the ability of those "controlling" it).
Just things to ponder...
