I'd say that's a pretty strong argument for decriminalization.

The prison industry is far more influential in the USA than it should be. They have all the popular fears on their side, and they're not afraid to use them. Expect them to fight drug legalization for exactly this reason.

You're right, which is sad. But it does scuttle the (clearly incorrect) argument that legalization would lead to higher crime rates.
