Some basics to keep in mind for those young people who wish to be punk musicians:

1) You may not employ stylists, hairdressers, makeup artists, or manicurists. Professional haircuts are acceptable, but bad ones done by your family, friends, or self are preferred.
2) You may not do anything specifically kid-friendly until you have been performing for at least ten years.
3) All music and lyrics must be written by band members, with the exception of the occasional cover.
4) No song may be longer than four minutes. Two and a half is preferred.
5) You must be able to quote lyrics from, and discuss the historical significance of, the following: the Ramones, the SexPistols, the Clash, Black Flag, Blondie, the Talking Heads, Iggy and the Stooges, the New York Dolls, MC5. This is not an exhaustive list and you should know that.
6) You must be able to demonstrate adherence to the D.I.Y. aesthetic and ethic.
7) You may not rap. Nor may you use drum machines. Synthesizers are questionable at best and should only be used by those with at least ten years experience.
8) You must know what the hell Vivienne Westwood has to do with music.
9) Same goes for Hilly Kristal.
10) And Legs McNeil.

These are only starting points. Please do not limit your research to these topics. There is a world of information to explore!

Dee Dee Ramone and Blondie both at some point flirted with rap with varying degrees of success but in general, yeah.

I actually enjoyed Rapture by Blondie. Even the cheesy music video.

Dee Dee Ramone's solo work on the other hand...

I like Debbie Harry's voice, and I'm from the same town as her, so I have the whole loyalty thing going on. But I did not like the rap part of Rapture. The rest is awesome.
