User pic confusion

So, I'm trying to upload a new userpic from my computer. I use Windows 7. I'm getting the error message that I can't upload large images from URLs. Now, I have uploaded unedited images taken with this camera in the past, so I know the image is not, in fact, too large. The only new thing is my operating system.

Any thoughts on how I can get this image to upload?
